Most places do not a pay rise in February and because of the recession, pay increases have led many places and freeze. However, since the cost of living increases every year, federal law does not increase the pay of a person for the factor cost of living, even if only a dollar or a hundred?

Not sure about the U.S. but also here in the UK, there is no obligation for an employer to a wage increase of any amount, forever. We also have the same problem occurs with many companies that their employees a wage freeze.

No, there is no law that requires employers to give anyone an increase EVER! (Think about the consequences if it .... some right in years, which has dropped the cost of living by what happens sometimes, you'll be happy with a tax reduction necessary?)

No, there is no law that says you must raise a COLA every year. In fact, many states do not give COLA raises their employees because of the recession .... CA, for example, has done that. A rally is something that deserves and is based on the companies' ability to pay. Getting a raise is not a right.
